Why this matters more than it used to
The Legal Sector Code was gazetted on 20 September 2024 and took effect immediately, with no transition period. It measures legal practices against sector-specific targets rather than the generic codes, and it puts real weight on procurement and supplier development.
Under the codes, a measured entity that fails to reach the sub-minimum on the priority elements risks being discounted a full level, regardless of how well it scores elsewhere. Preferential procurement sits inside that priority element.
Ownership takes years to restructure. Employment equity moves slowly. Procurement is the one lever a managing partner can pull this quarter, using money the firm is already spending.

Preferential procurement is a measured element on the scorecard, and the recognition you receive depends on the B-BBEE level of the supplier you buy from. Spend with a Level 1 contributor is recognised at 135% of its rand value, against 100% at Level 4 and nothing at all from a non-compliant supplier. Because a practice is already spending that money, redirecting it is one of the few scorecard levers that costs nothing to pull. Your verification agency will confirm exactly how it lands on your firm's scorecard.
Yes. Legal Vehicle is 100% Black-owned and holds B-BBEE Level 1 contributor status. We provide our valid certificate or sworn affidavit with every account opening, and again at your verification, so your file is complete without anyone having to chase us for it.
No, and most firms should not. The usual approach is to start with consumables and one contracted service, prove the pricing and the service levels over a quarter, then bring across the rest as existing contracts come up for renewal. The consolidation plan we give you at the audit sets that sequence out.
You order through a single account manager. Behind that, our vetted supplier network delivers, and we manage them. At month end you receive one consolidated invoice, itemised by division and cost centre so your bookkeeper can allocate it without a reconciliation exercise.
That is exactly what the audit tests. We compare like for like: same brand, same specification, same quantity, against your current invoices. If we cannot match or beat it while improving your procurement recognition, we will say so in writing rather than quietly substituting cheaper stock.
The Legal Sector Code is the sector-specific B-BBEE framework for the legal profession. It was gazetted on 20 September 2024 and took effect immediately, and it applies to practitioners registered with the Legal Practice Council, with measurement beginning in the first financial year starting on or after that date. Smaller practices below the revenue thresholds are treated as exempt entities and deal mainly with an affidavit. Larger firms are measured on a full scorecard where procurement carries weight. The code is currently the subject of a review application in the High Court, so we would encourage any firm to take its own advice on how it applies to them.
